【摘要】:1.1.1Thiscodeshallapplytothemanufacture,transportation,storage,sale,anduseofexplosivematerials.1.1.2ThiscodeshallnotapplytothetransportationofexplosivematerialswhereunderthejurisdictionoftheU.S.DepartmentofTransportation(DOT).Itshallapply,however,tostateandmunicipalsupervisionofcompliancewith"HazardousMaterialsRegulations,"U.S.DepartmentofTransportation,Title49,CodeofFederalRegulations,Parts100-199.1.1.3Thiscodeshallnotapplytothetransportationanduseofmilitaryexplosivesbyfederalorstatemilitaryagencies,norshallitapplytothetransportationanduseofexplosivematerialsbyfederal,state,ormunicipalagencieswhileengagedinnormaloremergencyperformanceofduties.1.1.4ThiscodeshallnotapplytothemanufactureofexplosivematerialsunderthejurisdictionoftheU.S.DepartmentofDefense.ThiscodealsoshallnotapplytothedistributionofexplosivematerialstoorstorageofexplosivematerialsbymilitaryagenciesoftheUnitedStates,norshallitapplytoarsenals,navyyards,depots,orotherestablishmentsownedbyoroperatedbyoronbehalfoftheUnitedStates.1.1.5Thiscodeshallnotapplytopyrotechnicssuchasflares,fuses,andrailwaytorpedoes.ItalsoshallnotapplytofireworksandpyrotechnicspecialeffectsasdefinedinNFPA1123,CodeforFireworksDisplay;NFPA1124,CodefortheManufacture,Transportation,andStorageofFireworksandPyrotechnicArticles;andNFPA1126,StandardfortheUseofPyrotechnicsbeforeaProximateAudience.1.1.6ThiscodeshallnotapplytomodelandhighpowerrocketryasdefinedinNFPA1122,CodeforModelRocketry;NFPA1125,CodefortheManufactureofModelRocketandHighPowerRocketMotors;andNFPA1127,CodeforHighPowerRocketry.1.1.7ThiscodeshallnotapplytotheuseofexplosivematerialsinmedicinesandmedicinalagentsintheformsprescribedbytheUnitedStatesPharmacopeiaortheNationalFormulary.
